How Does My Contact Information Save My HOA $$
Login Account Creation +
Contacting our membership using email for emergencies and HOA business is less expensive and much more efficient than sending information using the U.S. Postal Service First-Class Mail to all 160 units. Homeowners and tenants are highly encouraged to either sign up on this website, via the Login menu link, or to send Howerton Property Management one of the two forms in the "We Need Your Contact Information" section of the Documents page of this website. Howerton contact information can be found on the Support page.

Amenities (Gym, BBQs and Fireplace)
Shared with Boardwalk Residents +
The Recreation Center was built by Wm Lyon Homes and intended to be a shared resource for Boardwalk and Promenade residents.
The Gym is managed by the Boardwalk HOA.
Who can use the Gym? +
The gym is only for adult Boardwalk and Promenade members (homeowners, residents, and tenants.) Guests may use the gym only if accompanied by a member. A personal trainer may accompany a member as a guest. However, a member who is a personal trainer, cannot bring clients as guests to train them at the gym.
How do I gain access? +
Key fobs for the recreation center are provided by Howerton Management Services. Their contact information can be found on the Support Page of this website.
What are the hours of the Shared Rec Center? +
The facility hours are:
• Monday - Saturday: 7:00 AM to 9:00 PM
• Sunday: 10:00 AM to 6:00 PM
Key fobs for the Shared Recreation center are provided by Howerton Management Services, through the Boardwalk at Spectrum HOA management company. Their contact information can be found on our Support Page.
Please remember that the gym doors must not be propped open.
What if I want to use the BBQs or Fireplace? +
Keys for the BBQs and fireplace are provided by Howerton Management Services, through the Boardwalk HOA management company.
What is the policy for larger groups in the BBQ/Fireplace area? +
The area may be reserved for larger groups when reserved through the Boardwalk at Spectrum HOA. Contact Howerton for the application.
Boardwalk / Promenade Exercise Room Rules +
- Use of the Exercise Room facilities and equipment is at your own risk. The Association assumes no liability for injury or personal property loss on premises.
- Children under 14 years are prohibited from entering the Exercise Room, no exceptions
- Children ages 14 to 17 must be accompanied by an adult while in the Exercise Room.
- Not more than one guest is allowed with any home owner.
- Headphones must be used when listening to music. Stereos, boom boxes, or other speakers broadcasting sound are not allowed.
- Shirts and athletic shoes with non-marking soles must always be worn.
- All personal belongings shall be removed from the Exercise Room when leaving.
- The Exercise Room is designated as "Non-Smoking Area".
- Food is prohibited in the Exercise Room. Beverages must be in spill proof containers.
- A thirty (30) minute time limit shall apply on all cardio equipment when someone is waiting.
- No portion of the Exercise Room may be privately reserved or rented. 12. Moving of the gym equipment is prohibited.
- Put all free weights back on the rack after use. Restore any modifications made to machines.
- No pets are allowed in the Exercise Room.
- Entry doors shall always remain closed except during entry and exit. Never Prop Open the Doors
- Turn off lights and fan when leaving the Exercise Room.
- Do not provide access to anyone who does not have their own fob.
- No other offensive or unlawful use will be allowed in the Exercise Room.

Pets are not allowed to use the BBQ/Fireplace area as a restroom and must always be kept on a leash throughout Promenade at Spectrum.

Parking
Guest Parking Is Extremely Limited +
Guest Parking is Extremely Limited at Promenade at Spectrum. We ask that residents (owners and renters) do not park in any spaces reserved for guests.
Parking Space Designations +
Resident-owned parking spaces, also known as deeded spaces, are marked with RESERVED and a LOT #. Parking spaces for visitors (Guest Spaces), are marked with the word GUEST and are for the guests of residents or tenants only; residents parking in those spaces may be towed.
A Parking Registration Form must be returned to Howerton Management within 10 days of the close of escrow, or moving in, or adding a new vehicle to your residence.
Register Vehicles with Parking Boss Virtual Attendant +
Promenade at Spectrum utilizes the Parking Boss virtual attendant parking management system. Guests using the Guest Parking spaces at Promenade must either scan the Guest Parking sign near the open Guest parking spot and follow the subsequent instructions on their phone or log onto the Parking Boss website and follow the vehicle registration instructions. Please visit our Parking page for everything you need to know.
- Each vehicle must be registered in Parking Boss or it is at risk of being towed, or otherwise disabled.
- Each Guest vehicle registration may be used in one hour increments – up to 24 hours per day.
- For example, register Car A for 2 hours and Car B for 5 hours.
- NOTE: This system is valid for Guests only, not Tenants or Owners.
- Vehicles that are not safe-listed are subject to immediate towing; day or night.
- Only one vehicle per unit is permitted to be registered at a time. The same vehicle may register *up to five times in a rolling 30-day period*

The Barnacle +
- The Barnacle is a parking enforcement tool that attaches to the windshield of a vehicle in violation of the Promenade at Spectrum parking rules that visually disables the vehicle.
- Contact and pay Barnacle directly using information located on the device.
- SECUR IT GUARD Company implements the Barnacle, but may choose to tow instead.
- All vehicles in Guest spaces must be actively registered, also known as safe listed, in Parking Boss.

Reserved Parking Spaces +
If “RESERVED” is painted in a space, it is deeded to an owner and not available for Guest parking - Expect To Be Towed!

What to do if I'm Towed? +
FIRST:
- Vehicles parked in a Guest spot and not registered, also known as safe listed, in Parking Boss with the correct license plate and unit owner's personal code may be towed on the first occurrence.
- Vehicles parked in any red fire lane may be towed at any time.
- Vehicles that block other's garages or park in Deeded/Reserved spaces may be towed by the resident.
- All vehicles must be safe listed 24 hours a day in order to park in an open Guest parking spot.

Additional Street Parking +
Additional street parking is available on Lightwave Avenue, Paramount Drive, Spectrum Center Boulevard, and Tech Way, also north beyond the warehouses on Complex Drive (behind McDonald’s). Please refer to the Offsite Parking map.

- Vehicles Park at their own Peril; Promenade is not responsible for loss or theft.
- Guest parking at Promenade is first come, first served; there is no capability to reserve spots in advance.
Pets
Pet Policy +
- Pets must be kept inside your unit when unattended and may not be left on balconies or patios without supervision. Doors and windows should be closed when a Resident is not present - or noise is excessive - to mitigate pet noise.
- Please clean up after your pets... EVERYWHERE! We know that accidents happen. When they do, please clean up promptly. This includes all areas within Promenade, the surrounding streets and parks, and your own balconies and patios. It's YOUR responsibility! Not cleaning up after your pet is not only illegal, but disrespectful to your neighbors.
Doggie Poop Stations +
Your HOA assessments fund the purchase and stocking of the five Doggie Bag stations located throughout Promenade. Please visit our Pet Lovers page for locations.
Leash Reminder! +
Pets must ALWAYS be kept on a leash throughout Promenade at Spectrum.

Move In/Out and Deliveries
What is the Promenade policy for move-ins and move-outs? +
Recommended hours so as to disturb the fewest neighbors: 9 am to 7 pm.
Do not block street access or other’s garages.
What to do about deliveries? +
Deliveries are more secure if you request your packages be left at the front door instead of your garage.
Secure, offsite delivery lockers provide the safest delivery option.
Food delivery tips:
- Ensure drivers do not block garages or streets.
- Use identifying locations, like building letters or internal cross streets, your location within the buiding.
- Building addresses and identifying letters are located near the top of each building; add the building letter to order notes.

Trash and Recycle
California’s Mandatory Organics Recycling Laws Go Into Effect +
California Mandatory Organics Recycling laws require Promenade residents to recycle organic waste. This recycling program is compulsory and therefore organic waste totes are placed thoughout Promenade in or near the trash enclosures - except Trash Enclosure # 5. Click for more info.
Waste Services +
Promenade at Spectrum currently employs Waste Management to maintain trash and recycling collection and disposal operations.

Recycle Right +
Promenade encourages you to properly recycle and dispose items. Please review the Waste Management Recycle Right web page for recycling guidance and resources.
WARNING: Be aware that Waste Management charges us for improperly recycled items from each pickup. Please help us avoid the penalties by recycling right!

Holiday Service +
During the holiday season, your Promenade at Spectrum HOA encourages you to responsibly dispose of your holiday decorations and trash.*
Because of the increased trash load, your HOA requests that all trees, wreaths, boxes, packaging, and related items be placed DIRECTLY INSIDE THE TRASH DUMPSTERS.
If any items are worthy of recycling, please place them into the proper recycling bin.
DO NOT LEAVE ANY ITEMS LAYING IN THE TRASH ENCLOSURE AREA.
* The HOA has discontinued the holiday extra bin service.
Anything Else We Should Know? +
- Do not dump household garbage at any of our neighbor's trash enclosures.
- Contact Waste Management directly for missed pickups near your home to help reduce available scavenging content.
- Maps are available at each trash enclosure to assist you in locating the next nearest trash or recycling bin.
- Do not continue to add to overflowing trash cans. It is disrespectful to your neighbors and your community - as well as inviting more rodents to our community.

Important things to remember +
- Smoking is not permitted in any Common Area, including but not limited to BBQs, Shared Rec Center, streets within Promenade, mailboxes, shared seating area, fireplace.
- Smoking is also not permitted on any Exclusive Use Common Area: including your own balcony and patio.
- Insurance: All homeowners must carry a policy that covers their unit in case of damages, accidents, or mishaps. Any upgrades to the unit (floors, cabinets, etc.) must be covered under the homeowner policy. All renters must carry renter’s insurance for the contents of the unit.
- Nothing can be nailed into any common area, like balconies and patios.
- Never block sidewalks or access points with vehicles or personal property - not even temporarily.
- Nothing is to be hung over any balcony.
- Screens are permitted to cover doors on any balcony; however, owners must obtain Board approval prior to installation by submitting an Architectural Improvement Application.
- Gas grills / barbecues are permitted only in exclusive use areas so long as they comply with federal, state, and local ordinances and fire codes. No other types of grills or barbecues are permitted. Fire pits or similar items are not permitted.

Emergencies +
- Be vigilant! Stay aware of your surroundings and report suspicious activity.
- If you or your guests use street parking, remove all valuables and keep EVERYTHING out of sight inside the vehicle! There have been several automobile break-ins over the years in Spectrum and our surrounding communities.
- Keep your garages closed and your doors and windows locked for added safety measures.
- Alert Secur IT Guard for general property security or vehicle issues: 619.546.7789.
- Contact Howerton Management Services for after-hours building or property emergencies: 888.201.0703.
- Reach out to San Diego Police for non-emergency issues like unauthorized persons in stairwells or aggressive dumpster divers: 619.531.2000
- Always contact 911 for life-threatening situations or emergencies!
Short Term Rentals Not Permitted +
Lease/Rental Agreements shall be for a minimum term length of thirty (30) days. Vacation rental programs (e.g., AirBnB, VRBO), student exchange programs (e.g., American Scandinavian Student Exchange), and house exchange programs (e.g., HomeExchange) are not permitted at Promenade at Spectrum. Please refer to the Rules & Regulations.
Doorbell Cameras +
Doorbell Cameras are generally accepted at Promenade, provided no damage or alterations are made to the building and no one’s privacy is invaded or threatened.
What Can Be Nailed Into The Stucco? +
- Penetrating or puncturing the stucco on balconies, porches, or patios, or other common areas with screws, nails or other sharp objects compromises the integrity of the buildings at Promenade.
- no hanging of plants, decorations, lights, or similar that require penetrating any building material.
Flooring, construction, upgrades, etc. +
- Architectural Design requests for additions or structural/construction modifications to your unit must be submitted to the management company for Board of Directors review.
- Hardwood flooring - or similar - for 2nd story floorplans is not recommended. It may require notification and acknowledgement from impacted neighbors.
We are having our kitchen and bath remodeled. What is the procedure? +
Architectural Design requests for additions or structural/construction modifications to your unit must be submitted to the management company for Board of Directors review.
I Lost my Mailbox Key! +
- Our mail carrier can provide you with your current lock type, allowing you to purchase the correct replacement mailbox lock online or locally at the Home Improvement stores.
- To change locks, you may also remove the lock and replace it with an identical one from a hardware store or similar.
- You may need to also contact usps.com
My Front Door Electrical Outlet Stopped Working +
Most units have a GFCI power outlet inside the garage; try resetting it to restore power to the outlet outside the front door.
Cutoffs and Compressors +
- Gas cutoffs are typically located in a cabinet next to the range;
- Water cutoffs are located in the garage near the hose outlet;
- Phase 1 heating/air compressors are located on the ground level outside the unit;
- Phase 2 [Atrium] heating/air compressors may be located outside on the ground level or on the roof.
How do I pay my monthly assessment? +
The current assessment amount at Promenade at Specturm is $260.
You can do a one-time payment or you can set up an account to auto pay at CIT Bank. You will need the following information:

Pest Control +
Mt Helix Pest and Termite Control services Promenade the 3rd Monday of each month. Individual residences at Promenade may be treated for ants, spiders, rodents, etc. on the days they are on site. Contact them directly at 619.584.6794 or visit their website at mthelixpestcontrol.com.
Mt. Helix uses only pet-friendly products around Promenade at Spectrum.

Warranties and Who is Responsible +
Warranties at Promenade typically cover a finite period of time, like 10 years for building construction [approximately 2018 for Phase 1, and approximately 2024 or 2025 for Phase 2, aka Atrium].
Certain other items at Promenade enjoy lifetime warranties. Some examples are: Kitchen and bathroom faucets, spouts, and handles; and door hardware, e.g., garage / house door handles and front door locks and mechanisms. Determine the manufacturer and reach out to them for a warranty replacement, typically providing photos. Some original equipment manufactures are Kwikset for doors and Price Pfister for fixtures.

Contractors and Vendors
Acceptable Hours of Access +
Contractors and vendors must adhere to the following service hours:
- Monday through Friday: 7 A.M. - 6 P.M. (or dusk)
- Saturday: 8 A.M. - 6 P.M. (or dusk)
- No work on Sundays or Federal Holidays
Contractors and vendors may be permitted access outside the normal contractor/vendor hours for emergencies or with written approval by Promenade management.
Clean Up After Service +
Contractors and vendors must clean up after themselves and leave the common areas as it was before the work started.
Board Business
Board Member Nominations and Annual Voting +
- Voting is an important part of living at Promenade. We solicit nominations for and elect a Board of Directors every year to manage projects, improvements, and oversee and protect our financial obligations and responsibilities.
- Each unit owner receives a secret, pre-addressed, postage-paid, paper ballot around the Annual Meeting each year - usually held in September.
- Only unit owners may vote.
- Your association funds are used to retain Inspectors of Elections, for distribution and vote tabulation; don’t waste your money: return the ballots.

Violations and Fines +
Anyone not abiding by Promenade’s governing documents may face corrective action by the Board, who is authorized to require compliance of all persons in the Community with Promenade’s governing documents.
Fine Schedule
- The schedule for monetary penalties shall be as follows:
- 1st violation - $100.00
- 2nd violation - $200.00
- 3rd violation - $400.00
- Subsequent violations and/or failure to correct a violation - $50.00 per day until the violation is corrected.
- Additional penalties may include, but are not limited to, the following:
- Suspension of voting privileges
- Suspension of Common Area privileges
- Self-help remedies
- Legal action
